BCCI to Clarify New Ball Replacement Rules and Agenda at IPL 2026 Captains’ Meeting
The captains of all Indian Premier League franchises will convene with officials from the Board of Control for Cricket in India (BCCI) on March 25 in Mumbai. The meeting is scheduled to address multiple playing conditions for the upcoming IPL 2026 season, focusing on the Impact Player rule, the code of conduct, and an expanded set of ball replacement regulations.
Meeting Agenda and Primary Attendees
The session will take place at the BCCI headquarters from 4:30 pm to 6:00 pm on Wednesday, March 25. IPL Chief Operating Officer Hemang Amin will open the proceedings. Following the introduction, Javagal Srinath, head of the BCCI match referees panel, and Nitin Menon, representing the umpires panel, will brief the franchise captains on the updated regulations.
The BCCI recently distributed the updated playing conditions to the franchises. The meeting agenda highlights modifications and clarifications to the following rules:
- Rule 4.4: Change of ball in the second innings
- Rule 5.8.3: Bat checks
- Rule 18.5.1 and 18.5.2: Deliberate short runs
- Rule 19.5.2: Fielder grounded beyond the boundary
- Rule 28.7.6: Restriction on the placement of fielders
- Appendix D-3.9: Combining umpire reviews with player reviews
Codifying the Ball Replacement Rule
The most substantial update in the IPL 2026 playing conditions surrounds Rule 4.4, which governs ball replacements. In previous seasons, ball changes due to dew or wear were often handled informally. The new framework introduces strict guidelines for evening matches.
According to the updated document, if a ball is lost, unrecoverable, or unfit for play due to standard wear, umpires must replace it with a ball of similar wear. Once replaced, umpires are required to notify both the batter and the fielding captain. Furthermore, the team bowling second in evening matches is now granted one mandatory ball change request after the 10th over. The bowling captain must make this request at the end of an over, not during active play. The replacement ball will retain similar wear and tear to the previous one.
Ball Change Scenarios and Umpire Discretion
To prevent gamesmanship and establish clear enforcement boundaries, the BCCI outlined specific scenarios regarding captain requests and umpire authority. Umpires retain full discretion to change the ball at any point independent of these requests.
| Scenario | Match Incident | Regulatory Outcome |
|---|---|---|
| 1 | Umpires replace the ball before the 10th over (due to damage, moisture, or loss). | The fielding captain retains the right to request a mandatory ball change after the 10th over. |
| 2 | Captain uses the mandatory request after the 10th over due to wet conditions, and umpires replace the ball. | Any subsequent requests for a ball change in the innings are subject entirely to umpire discretion. |
| 3 | Captain requests a ball change during the 11th over specifically due to ball damage or shape issues, and umpires agree. | The team retains their one mandatory condition-based request for later in the innings, which umpires must approve. |
Additional Operational Directives
Beyond the technical playing conditions, the agenda includes reviews of administrative protocols. Franchise leaders will receive updates regarding team sheet submissions, toss procedures, broadcast media obligations, and post-match award structures. Discussions surrounding the Impact Player rule and the two-bouncer allowance remain on the docket, as the BCCI seeks feedback from captains on their integration into match strategy.
